There are many methods; Tension - the act of building or prolonging a crisis (it's the ticking bomb etc) making the reader aware of peril ie; the kid straying from it's mum onto the road,the tension begins when a car is heard in the distance,high tension occurs when the kid sits down in the middle of the road and starts playing. To write suspense,you need not see the menace in every corner but must be aware of the potential threat. One way to write a dramatic scene is with the 'Big Bang' technique (the element of surprise),where the scene appears innocuous; the character is enjoying a nice peacefull stroll in the woods when BANG!! I was just wondering why it's so difficult to find grants to help writers advance their craft.
